Crime Patrol | What happened on 16th Dec 2012 (Delhi) has happened in 1997 (Bokaro) also | waqt badla halaat nahin (Episode 249, 250 on 24, 25 May 2013)

जो 16 दिसंबर 2012 में दिल्ली में हुआ वो 1997 में बोकारो में भी हुआ था
What happened in 2012 also happened in 1997

The episode commences with a high-profile meeting in Mumbai on December 16th regarding the Delhi case. The focus of the meeting is to determine what steps can be taken to prevent similar crimes from occurring. The implementation of the death penalty is not seen as a viable solution. Dhananjoy Chatterjee was hanged on August 14th, 2004 for the murder of Hetal Parekh, a 14-year-old victim, on March 5th, 1990. However, the occurrence of such crimes did not cease after his execution. If we want to put an end to such crimes, we need to address the root of the problem. The government should enact laws that make every potential criminal think twice before committing such heinous crimes. Additionally, speedy trials must be conducted in such cases. The December 16th Delhi crime was not the first of its kind in Indian history. Several similar crimes had occurred before, but the flaws in the justice system prevented them from being stopped.

The focus of the episode centers around a case that occurred approximately 15 to 16 years ago. The victim, Rachna Gupta, was 17 years old (played by Raquel Raquel Rabello) and the daughter of Rameshwar Gupta (played by Chandresh Singh), an officer at the Bokaro steel plant. She was the eldest of his two daughters and was a student in intermediate school, preparing for engineering. Every day, a group of 7 to 8 boys would harass her while she was walking on the road between her school and home. One day, the boys sent a misleading letter to her home, which her father received. When asked about it, Rachna explained that the boys who always harassed her and made lewd comments on her were responsible. Her father, Rameshwar, yelled at the boys and went to the local police station to file a complaint. The police officer assured him that they would warn the boys to stop their behavior.

The police constables went to the area and warned the boys to stop their activities, threatening to arrest them if they did not comply. However, the flame of vengeance was ignited in the boys, and they plotted to teach Rachna a lesson.

The story is centered around the abduction of Monica/Maneesha (16), a 12th-grade student at St. Xavier's School from Bokaro, Jharkhand on April 5th, 1999. On that day, she was sexually assaulted by 19 individuals. The accused, who were arrested by the police, include Yunus Ansari, Abbas Ansari, Talib Ansari, Noor Alam Ansari, Mansoor Ansari, Sirajuddin Ansari, Habib Ansari, Anwar, Islam Ansari, Feroz Shah, Abdul Sattar, Gaffar Ansari, Momin Akhtar, Saiyuum Ansari, Khadim Hussain, Muzib Ansari, Shabbir Shah, Iqbal Shah, Quazi Rizwan, Pramod Pillai, and Mani Swamy.

As a result of the shocking incident, Monica suffered from mental disorders and was unable to walk, work, or move on her own. The most distressing aspect of the case was that the SP of Bokaro initially denied its occurrence, claiming that it was a fabricated case. When the incident was reported the next day with photos of the victim, the whole city was outraged. Thousands of residents demanded justice and protests erupted throughout the city. The only solution to quell the unrest was to impose a curfew, which was in effect for three days.

In May of 2004, Khadim Hussain, who had been on the run since the incident, was finally tracked down by the police.
